Valve failures caused an explosion and fire last November that severely damaged the Dallman 1 generator and turbine at the City Water, Light and Power plant on Lake Springfield (IL), the utility and an outside consultant have concluded. Exponent, the scientific and engineering consulting company hired to analyze the blast that occurred on the evening of Nov. 10, said in a report released Wednesday that the explosion might have been averted if the turbine manufacturer had better advised the city-owned utility on ways to deal with “sticky valve” problems.
