Florida Power & Light Co. wants to build a $1.18 billion natural gas plant at the site of its Port Everglades plant in Broward County.

But the plant, which customers would pay for, isn't needed, attorney Jon Moyle of the Florida Industrial Power Users Group told state regulators Monday. The group's membership includes the state's largest users of electricity.
