Alaska U.S. Sen. Ted Stevens is launching new federal alternative energy and conservation initiatives, as well as steps to limit lawsuits blocking energy production and controls on financial speculation that may be contributing to recent increases in oil prices.
Stevens said July 2 that his plan will include measures to increase domestic oil production such as opening the Arctic National Wildlife Refuge to exploration and expanded federal assistance to alternative energy like liquid fuels made from coal.
