China National Offshore Oil Corporation (CNOOC), parent of CNOOC Limited plans to build a 12-million-ton/year refining complex in Cangzhou of Hebei Province in the second half of 2008, reported China Business Journal.

CNOOC Refining & Petrochemical Co. will channel 17 billion yuan to build this refining program along Bohai Sea in coordination with Hebei Zhongjie Petrochemical Group Company.
