An obscure federal agency with a history of setbacks announced Thursday that it will upgrade its troubled wastewater treatment plant in San Ysidro (CA).

The decision ends a lengthy chapter in the decades-long effort to curb the flow of sewage from Tijuana to South Bay beaches. But it doesn't close the book, which is likely to remain open for years.
